The session will involve an overview on proposed planning policy and development management changes in Wales in light of a number of recent and current consultations by Welsh Government.

With regards to planning policy, the session will touch upon proposed changes to Planning Policy Wales, a key document setting out national planning policy, and a possible temporary relaxation to Technical Advice Note 1 on the importance of Local Authorities being able to demonstrate a five year housing land supply in the determination of residential planning applications. The session will then outline proposed changes affecting development management, including Welsh Government’s intended alterations to the Use Classes Order and Permitted Development rights and offer some insights as to how this may affect changes of use. The session is intended as an informal presentation with open discussion on how the changes could impact development in Wales.
Rhys is an Associate within Savills Cardiff Planning team, where he joined as a Graduate in 2011. Rhys became a Chartered Town Planner (MRTPI) in March 2014. He acts for a range of clients, from national food and drink operators to private trusts, advising them upon the full range of town planning matters from land promotion, securing planning permission and associated consents and dealing with enforcement matters.
