The existing development model for UK cities is under strain and, arguably, broken. There is a fundamental divergence of the providers of development financing and the recipients of development outcomes. Short-term capital has a completely different agenda to the long-term legacy that the existing development model leaves for cities. In this way, cities face congestion and a lack of available and affordable housing.
The emergence of new digital platforms for transport and innovative urban design means that there is a great opportunity for cities to makes step changes to their master planning. However, this will only possible if step changes are made to the financing and delivery models that provide the fuel for implementation. Exeter city is embarking on an ambitious programme of data-led, innovative urban transformation, owned and controlled by the city so as to deliver outcomes the city has been asking for.
This session will explore financial solutions that could harness both private and public capital to deliver a joined-up City transformation in which everyone in the city has a stake and which delivers commercial prosperity and real long term outcomes for the Greater Exeter region.
Biography - Roli Martin
Roli is an ICAEW qualified chartered accountant and an expert in managing the relationship between public sector and commercial finance, having spent 15 years in professional practice. For five years he led a Deloitte infrastructure advisory team with a focus on Energy, Transport and local government accounting and finance. Roli’s work focusses on building investible business models that deliver on the city’s energy independence and congestion free vision. Away from finance he cannot sit still and splits his time between surfing, taking his boys surfing and negotiating for more time for surfing.
