Procurement and Tendering

This session will be discussing the various procurement routes used within the private and public sectors together with the associated tendering and negotiation processes, including details of single and two stage tendering.

The presentation will also provide some tips and tricks for evaluating the appropriateness of each procurement route based on Client / Project particulars together with management of the tender and negotiation processes.

Drafting of reports to facilitate informed decision-making by Clients will also be covered together with the contents of such documents.

Learning outcomes

At the end of this session, attendees will be able to:

  • Explain how considerations such as programme, cost, quality, specific constraints, risk, asset ownership, financing etc. assist in making the right decision in terms of procurement.
  • Answer APC questions in the Final Interview for both Procurement and Tendering.

Meet the speaker

Nicky Dobreanu works as a Senior Quantity Surveyor for C-Quest, a full-spectrum cost, contract specialist and quantity surveying consultancy owned by KEO International Consultants. Nicky has a Master’s Degree in Civil Engineering, a Bachelor’s Degree in Commercial Management and is studying towards an LLM in Construction Law and Arbitration. He is a Chartered Quantity Surveyor (MRICS), a Fellow of the Chartered Institute of Building (FCIOB), and a Fellow of the Chartered Institute of Arbitrators (FCIArb). Nicky is also one of the few RICS Certified BIM Managers and one of the many PMI Certified Project Management Professionals (PMP-PMI). During his career, he assisted practices, universities and NGOs in the adoption of electronic estimating systems and electronic tendering platforms. Currently based in Dubai, Nicky is working on a number of public and private projects spread across the GCC.
