The construction industry is vulnerable to payment problems. Security of Payment Legislation (SOPL) is essential to ensure the expedient payment for contractors and to provide rapid dispute resolution through mandatory adjudication.

SOPL has been adopted in many jurisdictions, such as the United Kingdom, Malaysia, and Singapore, and there are now urgent calls from the industry to adopt some form of SOPL to contracts in Hong Kong.

Dr Christopher To, Chartered Arbitrator, Accredited Mediator, Adjudicator & Barrister-at-law

Dr Christopher To is an independent mediator and arbitrator who is on the panels of various leading global alternative dispute resolution bodies. He has arbitrated a variety of international and domestic cases involving both ad-hoc and institutional arbitrations.

In May 2018, Christopher was appointed by the Mayor of Weihai to be a member of its International Economic Advisory Council and is a highly sought-after speaker at various conferences domestically and internationally in areas of his expertise.
