The Building Ordinance (BO) governs the safety of building, and prevents buildings from becoming unsafe. Building works are subject to the control of BO, except exempted works where building owners can appoint an Authorised Person (AP) for preparation of plans. Carrying out building works without prior approval and consent of the Building Authority is an offence and is liable to fines and imprisonment.

With reference to the Building Ordinance and common requests from clients, the speaker will give a presentation in relation to unauthorised building works and the advices that professionals can offer to their clients when handling building works.

Meet the speaker

Mr Anderson C.B. Chan MRICS, Chairman of Planning Institute of Australia (HK Chapter)

Mr Anderson is a chartered surveyor, chartered builder, chartered building engineer, town planner, environmental practitioner and barrister with more than 30 years’ experience in building control.

Since 1992, he has taught building law, Australian business law, legal studies, law for built environment, contract law, contract management and company law at University of South Australia, Southern Cross University, Hong Kong Polytechnic University, City University of Hong Kong and Open University of Hong Kong as part-time lecturer/tutor.

He has served as the Vice Chairman of Dispute Resolution Committee of HKIS and member of Joint Dispute Resolution Committee of HKIA/HKIS for about 10 years. He is also a member of Fire Safety Panel and Expert Witness (Water Seepage Investigation) of HKIS.
